DoD (Department of Defense) Lands Mitigation Program

STA's Resource Protection Department has been working through Cooperative Agreements made with the Army Corp. of Engineers to provide funding for the restoration/remediation of the inactive former (DoD) sites located within the Sheet'ka Kwaan.  Funding is made available through NALEMP (Native American Lands Environmental Mitigation Program).  STA is determined to mitigate the impacted sites for the health and protection of the Tribal citizens, the natural resources, and the environment.

Sitka Tribe of Alaska's Accomplishments:

  • STA helped to develop the Department of Defense American Indian and Alaska Native Policy.
  • STA entered into a Cooperative Agreement with the DoD in 2002.
  • STA completed an underwater dive survey of areas within the lead communication cable corridor in 2002/2003.
  • STA completed an underwater dive survey of the Causeway Dump Site in 2002/2003.
  • STA worked with Central Council of Tlingit and Haida Indian Tribes of Alaska to produce a Contamination Sampling Report on the former Fort Pierce and the former Charcoal Island Army Garrison Site in 2002.
  • STA completed the Lead Communication Cable Removal Feasibility Analysis Plan as part of the 2002 Cooperative Agreement with the DoD.
  • STA has worked with other agencies to produce 17 draft Phase I Site Assessment Reports.
  • STA completed five draft Phase I Site Assessment Reports on: (1.) Mt. Edgecumbe School/ Naval Operating Base and (2.) Cape Burunof Defense Site (3.) Sound Island Base End Station (4.) Sitka Harbor Defense Site (5.) Sitka Defense Site.
  • Two draft phase two assessments for Biorka Island(Fort Pierce) and Lisianksi Base End Station have been completed by STA and the Step Two assessment of Cape Burunof will be  completed in 2008.
  • STA registered all known FUDS and DoD Impact Sites that are within the traditional territory of the Tribe, into the Native American Environmental Tracking System (NAETS) database.
  • STA completed the initial Strategic Project Implementation Plan as part of the Cooperative Agreement with the DoD in June 2004.
  • STA conducted field reconnaissance at several FUDS located in Sitka Sound.
  • STA has prioritized with Tribal citizens, the 33 FUDS in Sitka, and has also identified 11 DoD Impact Sites that are within the traditional territory of the Tribe.
  • In 2005 STA removed 3,000 pounds of lead communication cable in the vicinity of Clam and Abalone Islands.
  • In 2006 STA removed 45,000 pounds of lead communication cable from Sitka area waters.
  • In 2007 STA removed 25,360 pounds of lead communication cable from Sitka area waters.
  • In 2008 STA produced a lead cable salvage video.
  • In 2008 STA conducted a Step II Site Investigation of Cape Burunof Defense Site FUDS ID #F10AK0427.
  • In 2008 STA mitigated puncture, abrasion, and tripping hazards by removing 1520 pound of surface Building Debris/Demolition Removal (BD/DR) from Lisianski Base-End Station FUDS ID #F10AK014800.

  • In 2008-2009 STA removed 52,500 pounds of lead communication cable from Sitka area waters.

  • In 2009 STA completed a revision of the Strategic Project Implementation Plan (SPIP) (CA 08-05).
  • In 2009-2010 STA removed an additional 18,000 pounds of lead communication cable from Sitka area waters (CA 08-05).
  • In 2009, STA signed a Cooperative Agreement to conduct Site Investigations at Clam Island Harbor Defense Site FUDS# F1OAK1038 and Abalone Island SCR-296 Radar Facility FUDS# F1OAK1041 (CA 09-17).
  • In 2010, STA completed a Site Visit at Clam Island Harbor Defense Site FUDS #V1OAK1038 and Abalone Island SCR-296 Radar Facility FUDS #F1OAK1041 in conjunction with Chilkat Environmental, LLC (CA 09-17).
  • In 2010, STA signed a Cooperative Agreement to conduct remediation at Clam and Abalone Islands, complete a Site Visit to Fort Babcock: Lava Point Site, Update the SPIP, and digitize STA's DoD Archives (CA 10-21).
  • In 2010, a high capacity scanner was purchased and STA's expansive archive of DoD documents was scanned (CA 10-21).
  • In 2011, completed a Site Visit to Fort Babcock: Lava Point Site (CA 10-21)
  • In 2011, remediation of Clam Island Harbor Defense Site FUDS# F1OAK1038 and Abalone Island SCR-296 Radar Facility FUDS# F1OAK1041 began (CA 10-21).
  • In 2012, completed Site Visit Report for Fort Babcock: Lava Point Site (CA 10-21).
  • In 2012, digitized STA�s DoD Archived files were delivered to USACE (CA 10-21).
  • In 2012, updated SPIP was delivered to USACE (CA 10-21).
  • In 2012, draft Site Work Plan for Causeway DoD Dump Site under review (CA 11-13).
